I didn't get to see many swatches of Mermaid's Dream before I ordered this one - bottle shots mainly, so I wasn't sure how I would feel about it. But once I got it and put it on, I LOVED it! I am not a huge glitter fan, but this one, not being a multi-colored gaudy-fest, was just my thing.
It's perfectly named, too! It's a shimmery, iridescent, foily ocean-colored teal that flashes both blue and green. It's pretty hard to pick out exactly what's in it, but what I see: The glitters are small/medium round teal blue pieces, small seafoam green pieces and silver micro glitters in a shimmery base I can only describe as "molten."
I wore this over a base color and used two coats - application was easy. No issues at all. At the end of the post, I will show it to you without a base color with one, two and three coats. I've chosen to show you without a topcoat. But once you add a topcoat, it comes alive even MORE! The glitter is a tad "hungry" but not over the top so I don't think you'll need Gelous - Most any top coat should be fine.
Check out the greenish glow it has in certain lighting! (and that's not the base color!)

Because I was wearing Nubar Reclaim when Mermaid's Dream arrived, that's what I used as a base. Do you really need one? Probably not, but I like full opacity. I honestly don't think you'd need a base color, nor would it change the appearance if you use one. Mermaid's Dream appears fully opaque in three coats.
